There are 2 holes in front. Most of us have simple rubber plugs in the 2nd 
hole.

I've never seen one of those systems. I think it was only for Sweden, or 
maybe Norway. I assume it was for a criss-cross tandem braking system 
instead of the front-rear split the rest of us got.
