[T3] Fuel Pump not Running

I spent some time yesterday installing the fuel filler overflow kit from Jim and putting my gas tank back in and put a few gallons of gas in the tank. I did not end up getting it professionally cleaned and coated because i could not find anyone local (within 70 miles) that would do it.
I also reinstalled my distributor that Jim rebuilt. Hooked up the new battery and tried to start it. After hesitating a second, it turned over, but still will not start. Turns out there is no fuel pressure and the fuel pump is not running. (i hooked it up directly to the battery to try and pressurize the line). The pump was working in 2011 when i had Jim rebuild the top half of the pump. Would sitting for 7 years cause it to seize? Is there anything i can do to try and free it up? Or do i need to have it rebuilt or replaced at this point?
