That's very likely true, as in the UK the 1.8 litre engines went back to twin carbs.

The '75 914/4 2.0 was also d-jet.
I don't remember for sure, but I suspect the '74 Type 4s that were d-jet were
still 1.7 L, and that all the 1.8 L Type 4 engines were L-jet.
