When the engine is cold and the ambient temperature below freezing, press
the accelerator pedal down fully and completely release it. Switch on the
ignition and start the engine immediately. If the engine is warm, press
down on the accelerator pedal slowly while operating the starter. If the
engine is hot, press the pedal right down to the floor, without and
pumping, and operate the starter motor.

If the engine is flooded, switch on the ignition and leave it on for a
minute at least before attempting to start using full open throttle.

My interpretation and experience:

When the engine is cold, pressing the pedal to the floor sets the throttle
in the high idle position. As the choke element heats up it will release
the high idle in steps or in one large step (depending on which carb is
installed). The bimetal spring opens the choke butterfly over about 3-5
minutes to the fully open position.
