[T3] "Ring Nut Retainer"

I suspect snap ring pliers would not take the sideways load needed to move
the nut.
Take a picture and some measurements and visit a bicycle repair shop.
There are similar nuts on some bicycles.
Depending on diameter needed, some might fit.
I got a couple of such tools in a large bicycle tool kit I bought last year.
