Both cost the same, its just a different name on the paperwork, and for vehicles 25 yrs and over. The first is called a modified collector which can get issued to vehicles that have been modified from original but are still in grade A condition. Hot rods for example. The second is collector status which has to be 100% original parts from engine down to paint in A quality shape. I know this because I have a 69 beetle that is in perfect condition, fully restored and I could only qualify for modified collector plates because my paint colour I chose was from a 50’s bus. (Dove blue), I have dual carbs installed and aftermarket exhaust and wheels. The insurance here is government run and there is a very small panel of staff that are in charge of issuing collector plates. They are very knowledgeable about cars, require many many photos of your cars with all paperwork of restoration including receipts, and inspection from a licensed government certified mechanic. My 70 fasty will qualify as a true collector because I have painted it original royal red colour with all original parts, original FI engine, and original wheels.
