[T3] Replacing fuel filler collar?

My old one, as old as the car 73 square, has been hard and cracked for a
few years. I got one ISP offers. I can't get the retaining ring in, I saved
the old one. I tried to install the collar first then the ring but that
didn't work. Then I tried the ring first then the collar no go.

 The only way to seat the collar lip in the hole was to get it in place
then rotate it a bit while pushing  using a bit of silicone spray, if I
tried just pushing it in I could not get the collar lip to seat it just
kept popping out.

 Now that the collar lip is seated, maybe if I wait a few days then try
installing the ring. Anyone have any ideas?
