I have been told that welding is what can be done. It seem like it would be hard to balance it once its welded.

I remember seeing a post on the Samba by someone (with photos) who had taken apart the fan and replaced the rubber. I’m sure you can turn it up with a search in the Type 3 forum.
As for me I’m just running one of the Berg welded fans.
