[T3] Fuel run-on after shutoff

Greetings All!

I hadn't been regularly driving the squareback (1968 with '67 32 PDSIT Solex
dualies) so the carbs got gunked up and it was running rough. 

I bought two rebuild kits off eBay, pulled the carbs, stripped them down,
sprayed them well, blew them out with compressed air, and then reassembled
with new gaskets and accel pumps. I did not change out the needle valves as
they seemed to be functioning correctly after basic blow test nor did I
check the float levels or mess with the floats beyond removing and cleaning
them. 

Even with my guesstimated initial settings it fired right up and idled
(though roughly) at around 700 rpm. Long story short, when I went back to
the engine bay after shutting it off I was surprised to witness this exact
same condition on the right/passenger side carb:

In the related Samba thread I found (

someone wrote that "There's a plastic piece that fits over the float hinge.
It kind of looks right when it's the wrong way up but when it's upside down
it stops the floats floating high enough to cut off the fuel. Worth a look
as both carbs were apart and both now over filling."  (Unfortunately the OPs
solution wasn't posted to the Samba or Youtube). 

I definitely did not pay attention to which side on this float hold-down
piece was up or down when I reinstalled the floats on both carbs! Could this
potentially be the issue? 

If not, I will consider replacing the needle valve on that side. If that
doesn't do the trick, I can consider fuel pressure (it's 5 psi from an
electric pump) as the Samba thread seemed to be focusing on, but for some
reason I doubt that is the culprit.
