Right, VW changed it starting in '71 to eliminate the insulated bearing, but 
this change introduced new weak points: contacts on the front of the TS 
switch and the rear of the steering wheel hub. Both of those are common 
wearout problems and they make the late system even MORE complicated 
and MORE expensive to repair than the early one.
