[T3] Horn Issue

It happened to me early on with the crate too. I was finally able to take some video and visually confirm what was happening, but the root case was a poor-quality aftermarket steering coupler (the one with “premium quality” molded into it). With the steering under heavy load (like if I was trying to get out of a parallel parking spot with a couple people in the car) the coupler would physically distort enough so that the flange connected to the steering column would contact the flange connected to the steering box, thus grounding the horn.
Once I located an OEM VW steering coupler and installed that, it has never happened again to this day (and that coupler is still installed).
