[T3] Horn Issue

I decided to split this topic off on its own.
So I have verified how the horn is wired. The black and yellow wire
from the horn goes to second from the right fuse. I know this because
I accidentally touched the wire to the chassis up by the horn and
promptly cooked the fuse. The other wire (looks red to me but I'm
color-blind) runs up to the steering column such that the horn ring
can complete the ground path back down the steering shaft.
Getting out my multimeter, I found that the steering column is not
completely isolated from the chassis as it should be. I read ~70 ohms
between the column and the chassis.
Now the column is rubber-mounted to the bottom of the dash so that
_should_ be fine. But the steering tube runs through the "firewall".
But I find no continuity between the tube and the chassis.
At this point the tube and head are detached and all wires (horn, ign
switch, turn signals) are disconnected. When my back stops screaming
I'll start building the column back up and hopefully find the leak.
BTW, has anyone figured out a way to clean up a type-3 wiring nest? I
can only work on it by laying on my back with wires and relays all
hanging down in my face. It's easily my least favorite are to work on.
