Yes, it is at idle, with only the idle speed adjusting screw (an air bleed
screw, not a stop screw) letting in enough air into the IAD to keep the
engine idling.
That is why most times when the FI won't idle - it's always suspect to look
for air leaks.
Which I have done. Over and over and over. LOL
