Yes, it is at idle, with only the idle speed adjusting screw (an air bleed<br>
screw, not a stop screw) letting in enough air into the IAD to keep the<br>
engine idling.<br>
That is why most times when the FI won't idle - it's always suspect to look<br>
for air leaks.<br>
Which I have done. Over and over and over. LOL<br>
