That's one possibility. It's either a bad battery (that's 
intermittent?) or a charging system that's not charging, allowing the 
battery to discharge WAY low, or he's taking these measurements at 
idle, with a badly discharged battery. It could also be a loose 
connection somewhere, that's keeping the full voltage from getting 
where it needs to go.

Whichever it is, a quick check of the battery and charging system 
should find and fix it.

Whatever it is, it appears to be intermittent, or it's just that the 
low voltage (which makes the FI run rich) doesn't matter much when 
the engine is cold, but is way too rich once the engine starts to 
warm up.
