It's really hard to know what those voltages mean, unless you first 
trust your charging system. I think you can get a perfectly good 12 V 
battery down to about 10.5 V simply by discharging it completely. 
Normally that kind of voltage would indicate a dead (not just 
discharged) battery, but not always.

The best way to check how likely a battery is to be good is to give 
it a slow charge and measure it's voltage over time as it charges. It 
should get above 12 V almost right away and continue to rise as the 
charging continues, until it gets above 14 V.
