Clean it out or get it rebuilt. Tapping is just a stopgap solution 
that doesn't actually fix anything.

(BTW, don't confuse this with the problem we have sometimes with 
starters that won't go when they're hot. That's just a thermal 
problem that tapping won't fix.)
