The '67 rear bumper should have had 2 of those holes, if it came from a US car.
Maybe some markets came with a single backup or rear fog light. I'm not aware
of that, however, but I remember being in Milan many years ago and a friend who
lived there told us that EVERY car in Milan had a single yellow rear-facing fog
light. Milan gets a LOT of fog and the drivers there are deathly afraid of
being rear ended in the fog.
As a consequence, when the fog rolls in, everyone turns on their rear fog
lights and speeds up a bit. IIRC, the consequences are fairly predictable.
