[T3] rear axle nut

I'm putting the drums back on after having them turned. My impact wrench
goes to 300+ ft lbs of torque. I've gone about as far as I can go with the
impact, and now the hole in the spindle is exposed half way.
Do I:
1. back it off a little and insert the regular size cotter key?
2. try some sort of herculean effort to get it "forward" (tighter)? How?
3. leave it as is and insert a "thinner" cotter key?
4. ??
My torque wrench only goes to 150 ft lbs. I know the book says 217 ft lbs
(I think), but I've been told by VW people around here that tighter is
better, a little loose is asking for trouble.
