Yes, there should be 12 V at the switches.

One very likely possibility is that you actually DO have 12 V at the
switches, as you should, but your voltmeter didn't see it because you
didn't have a good ground connection for the other voltmeter lead.

It can be difficult to find a good ground while measureing under there,
simply because everything has layers of paint, tar, and/or rust on it.
