It's just a heavy duty momentary switch that you clip onto the 
starter terminals, from the hot to the solenoid, so that you can turn 
the engine over with the starter any time you like, usually while 
standing at the engine bay. It completely bypasses the neutral safety 
switch.  

No, it's not something you'd want to wire in permanently.
