[T3] fuel pump output -error

Ray had a writeup about this, its somewhere on the Phd sticky but I didn't
have time to find it over lunch and I still cant find it tonight... yea, I
don't see how eather but he had a reason, and it did seem to work.

I don't see how a check valve can possibly have any effect while the 
pump is running.
