Well, anything less than atmosphere is a considered a vacuum, but it is still not a perfect vacuum, like in space, thus it is termed a partial pressure vacuum.

And glass really is plastic. Glass that has been in place for hundreds of years is thicker at the bottom than the top as the glass flows downward due to gravity. Very, very slowly, but it is flowing due to being plastic.
