I found that foam piece in one of my front fenders.  It looked to be the 
same material that is used under the rear fenders to seal off the top 
portion of the vents on both sides of the body to fender seal for the 
vent.  It's was a yellow/orange colored impregnated foam or something 
like that.  Since my front fenders were sandblasted I just used seam 
sealer in that area, but I've been looking for something similar to use 
on the rear fenders.
