Wouldn't surprise me a bit IF all the above is true, and how it would work
out. I'm probably just as cynical. :O

However, Like Dave Hall (who's in England), I prefer to have good or new
rubber on any kind of road trip I take in my T-3's. I mean, if you go thru a
car like I do, then having worn out or old rubber isn't worth the damage it
can cause (that I've probably just fixed). For a couple of new tires is
cheap insurance against a blow out. Granted I get the road hazard with them,
due to all sorts of projectiles laying on our highways. That 10 to 12 bucks
is well spent, when you bring 1 in with a piece of re-bar tie sticking out
of the upper side wall (I had that happen 3 days after replacing a pair).
I've also had a belt go on an older car (the tires were old too), and it
tore up a 1/4 panel before I could get stopped. :O It's things like that,
that make use newer tires on cars, rather than trying to milk out another
couple of years because the tires are only about 1/2 worn.
