[T3] Rev limiting motor

Cars with D-Jetronic FI don't need it, because that FI usually self limits
around 5k anyway.

Cool!  I always wonder if they had that feature. I know the digifant II FI
on my 88 Golf shuts off around 7200 RPMs. Never knew for sure if D Jetronics
did or not.
