[T3] Frozen drum

Usually the brake drum catches on the lip of the shoes since the surface of
the shoe wears down the metal on the drum. I typically find myself having
to ratchet down the adjusters and open the cylinder bleed screw to let the
pressure out of the brake cylinder(s). Then the the shoes move just enough
to let the shoes slip past the wear ridge......Usually
