The salt around here is so bad that the roads are often like gravel roads
with it, that gets pounded down to a dust and that dust blows in everywhere,
and washing out behind the timing belt isn't easy and not what ive been
thinking of.

In order for anything to stick I have to go down to bare metal, Yea, I don't
want sand in the water jacket so plug just the hole with RTV then blast the
surround.  POR is fine so long as your not putting it over rust and will
keep the rust from creeping in again. I WAS going to plug the hole with
epoxy, but the temp changes from -10F to 220F would break the bond between
the epoxy and the metal eventually and its not likely to seal, the RTV (at
least the acetic acid RTV) will handle the temp changes and seal so long as
it has something clean to stick to. Then screw a patch over it.

Yea, the casting looks way too thin in this area, the rust was thick and
scaley but not to the extent that suggests it rotted thru THICK casting.
The antifreeze was pretty fresh, but A2's specify Phosphate free antifreeze
and while Ive always had that in there myself I wonder if the previous owner
might have used the wrong stuff at some point.

I figured the adjacent areas would be thin, so a plug would not work, 
but why not use flexible epoxy to glue your sheet metal patch in 
place. I'd avoid the sand, because you don't want that inside your 
cooling system, and I doubt if the POR 15 will be any help. If 
there's been some outside corrosion scrape off what you can, then 
soak it with LPS-3 after the patch is in place.

Can you tell if this rusted from the inside out or from the outside 
in? I'm guessing that this is a rather protected area, so the rust 
came from the inside. If that's the case, you need to be more regular 
about changing your antifreeze. Regardless of the path, this sounds 
like it would not have happened if the casting was as thick there as 
it was supposed to be.
