I'm sure Max is correct about the flaps closing somewhat under light 
load. It's probably more useful to ask how long it takes before the 
flaps start to open. That tells you more about how long it takes for 
the engine to get up to normal operating temp with the flaps closed.

This is just a WAG, but I'd say 3-7 minutes at that temp. A lot would 
depend on your style of "normal around town driving."
