On the underside of the dash, there would be 2 depressions in the 
foam, with metal inserts in them. The metal inserts have holes in 
them that are just under the top surface of the dash. The holes in 
the inserts would be your drill guides.

Could be. Look at the underside. Are the inserts there? But I still 
think it looks like that dash has been mounted at some time in its 
life. That doesn't really matter, however. What's important is that 
it's not cracked.

It's also possible that such replacements were completely legal at 
that time.
