Yes, hose = flexible piping and pipe, well, that's piping!

The ban stops you using a hosepipe to water the garden, wash the car etc.
You can use as many buckets of water as you want to carry.

Not very many people get caught using hosepipes but it would be silly to use
it in the street to wash a car (an activity I do fairly infrequently, as the
rain does it for me!).

Hosepipes, Dave?

Can I assume that English term is the same as what we call  "outdoor water
faucets, watering hoses or water bibs"?
Some day,  :-)  I'm going to make a list of U.K. English vs.
"American" English terms.  There must be hundreds of them,.

But creation of the list will have to be reserved for rainy days ...
of which we have had many this year.
