In my experience that's usually caused by a bit of corrosion on the 
sender wires, possibly caused by long storage with the fuel at that 
level. I try to store my cars with the tanks full, for that and many 
other reasons. It's also important to have the overflow hose repair 
done, to keep the tank dry inside.

I can usually clean the wires off easily.
