You are SO close to Keith Park, and he is one of the best FI resources on
this site. My suggestion to you would be to please take Keith up on his
offer to help you get your ride running with the stock FI. From what you've
told us, it certainly sounds like the mechanics you have working on your
car
don't know enough about FI to get yours running right. And if they are
asking for help in converting to carbs - they are not very experienced with
dual carbed type 3's either. I'll bet you Keith can get your T3 running
good, and it will cost you WAY less than paying someone to convert your
ride
to carbs. You may be SO close to having a great running stock FI VW - why
not let him look at it first before you shell out more money to a
questionable mechanic?

Dave does raise a good point, in that most of your FI is in place, most of
it does work, and it had been working up until you had trouble. And being
close by to Keith, this would probably be your best bet for getting it up
and running correctly with the FI, and doing so for minimum cost.

However, like Jim mentioned, "quoting Jim,
One more thing: if Joy's problem is dirt/rust in the gas tank, this
will continue to haunt her either way. Her mechanic installed my
overflow kit, but that doesn't do anything about the rust & dirt
that's already there. It's a lot of work to get rid of all that, and
it's likely that her mechanic didn't do it."

This part might take a little longer to correct, and might be the root
cause of your trouble. You might need the injectors cleaned, and have the pump
looked at too, not to mention the main lines and pressure regulator might
have some of this sediment in them as well. That's part of the reason Jim
worked on his vent/overflow kits, as he saw that can cause issues that just
work their way thru the entire system (causing other problems down the line).
