Squareback package tray? Are you asking about the cargo deck in back?

If so, the most common reasons for that to rust out are a 
mis-installed FI brain or rust all around the upper inside edges of 
the wheelwells. The wheelwell rust is VERY common. Check also for 
water signs under the back seat on both sides, where water got thru 
that rust and settled under there.
