If it started in March 1966 that would cover most of the Type  3s still on

Yes, I found that on my German 034 distributor from the early/mid 70's  
(t-1 unit). 
I believe Russ told me years ago that the FI distributor has the #3  
retarded as well. This is why he used to harp on people making sure the  
distributor drive gear was in the right place, versus just moving the plug  wires on 
the cap (now #1 or whatever plug it got moved to would have the  3 degree 
retard). :O  
The main reason for the retard, is that the oil cooler blocks some of the  
air flow to #3, and VW designed the retard to help with that problem.
