That's been my experience as well (lowered handles better in cross  winds). 
Tires are very important to handling, but pressures are even more so.  What 
pressures are you running? Use the sticker on the inside of the glove box  
door as a guide, as that's the pressures VW designed the car to use. Those  
pressures even work with "non-stock" tire sizes. ;-)
