[T3] Cold start valve ???

Hello I have a question about the function of the Cold Start Valve.
Is it normally open or closed without power? Also is it prone to sticking open if it is normally closed?
I am asking because I am trying to find a vacuum leak in my MS3 system of which is not using this but it is in place without a fuel line or wiring.
I am planning on doing some leak testing this weekend and Just wanted to see how this device works.
