Could be something in the valve body then. All the pistons and seals 
in there do the coordinating for the shifting. If you have a piston 
that's sticking, or a seal that leaks. That could do it.

Taking a valve body apart can be intimidating, but it's not 
unreasonable. You should also check all the springs carefully, per 
the Bentley, in case someone got in there ahead of you and swapped 
some springs around. I have the rebuild kits, which contain all the 
seals, including those not in the valve body.

You should also know that early and late valve bodies are specific to 
early and late ATs and valve bodies are matched to governors. So the 
matching could be part of your problem.
