Is it possible to put the horn ring on upside down, so the cut-outs are on
the wrong side of the cross-bar and so the horn ring can't move?
I would have assumed it's not possible, as there are 3 screws holding the
horn ring on, but we only usually got the horn bar in the UK, so I can't
check it.  
Can you assemble the horn ring on the steering wheel with it removed from
the column? Does it move OK now?  Is the connecting wire that goes through
the boss fouling things?

I know some problems with the horn can be caused by the lack of a gap of
about 3mm (1/8") between the steering wheel and the steering column switch
housing, but that doesn't seem relevant here.

Sorry I missed that. I have the springs horn ring and star washers in place,
and for some reason I have no movement or spring back when they are
tightened. If anyone has any ideas let me know. Thanks Ralph
