This refers to the Snail Shell shaped horns, not the round ones. The round horn on the car, from my parts collection, worked fine to get through inspection.

Polarity doesn't matter to horns, so you didn't fry anything. 
Sometimes a hard tap will jiggle something loose, or break thru a bit 
of corrosion to make them work again. The OG ones can be taken apart 
by removing the 8 screws around the perimeter. That may get you 
somewhere, or it may not be fixable.
