Most any good VW shop the does motors should be able to do it.
I have a type one that has it done I was more concerned about the higher volume oil pumps more than anything as when I get around to rebuilding mine i will be doing that along with the full flow setup.

Jim,
I would love to know more about drilling and tapping the case to add a full flow oil fiter.
This is the best VW forum of any. Everyone is great. No flaming, no putting down, just helpful and knowledgeable.

You can add HD oil pumps if you check the clearance to the fan
housing.

Adding full flow oil filtering should be done via drilling and
tapping the case. The oil filters which mount to the side of the oil
pump just sit in the heat from the hot cooling air exiting the
engine. Those are a bad idea for any VW engine.
