I doubt if the TPS setting has much, or anything, to do with a steady 
idle.

Sounds like you have one of the late E TVS's with the internal stop 
that's factory set. On that late version, Bosch added the stop so 
that you could adjust the TVS by turning it, per my instructions, 
until it hits the stop and then tighten it in place. "Adjusting" it, 
like your co-worker suggested, was a bad idea.

You may be able to recover from this by removing it and bending the 
tab until the wiper just has to move a small amount before it leaves 
the idle contact. Fortunately, there's only one contact that is in 
play at that end of its travel.

If you do it this way, the arm will be touching the stop when the 
throttle is closed, and it will have to move a bit before it leaves 
the idle contact. The 20 clicks won't start to happen until a bit 
later.

Yes, the stops in the cover are only there to prevent damage to the 
wipers before the TVS is installed and properly adjusted. Once 
adjusted, those stops never come into play.
