I have rebuilt a few AC engines so I know about the low quality parts. On that I have at least on set of original 1600 low compression Pistons and Cylinders around somewhere they are off my 74 bug that is now a 1915 that I used to drag race.
I will probably refresh them at that point. But that's a ways off at this time.

I hesitate to reccomend people overhaul unless they need to these days, you cant get quality parts from new manufacture, and you may end up with a new engine with less life in it than the old one still had.  Compression and hot oil pressure are key in knowing the condition of the engine.

20 years ago I would have been more anxious to get into an old engine!

Not yet, being it's now my daily driver I can't afford to pull the heads at this time if they need it. This is something to do after I get my 2004 TDI back in running order. 
I would like to do a complete overhaul that way I know where it stands what's in it and how it was assembled. 
Having done my own before I have become quite particular about it.
I have a set of almost new heads on standby in case though even though they are not Type3 they will do in a pinch.

Have you run a compression test on this 'unknown' engine?  It might just need a valve job.
