 Yes the relay if it loses power or ground can cause the issues  you have . 
also connector T2 wire 16 and 24 shown on page 17 fuel system Bentley . That 
connector is between the relay and the ECU. The 69 wiring is not quite as 
well drawn out as later years. Yet it might be at the left side of the 
engine compartment toward the front of the engine near the vertical tin or 
so called fire wall. If you lose power to the ECU even for a second for 
whatever reason you lose the heart of the system. I'm not certain on a 69 
model but the later years had a brown wire off the power relay to the relay 
mounting screw. I'm sure you have studied the 69 wiring schematic both in 
the fuel section as well as the schematic and will see power off the starter 
as well as through a fuse. One is hot all the time and one energizes the 
relay to complete the circuit off the ignition switch through the fuse.

 AS far as the prime switch button goes , if you still have the ign warning 
buzzer I tend to use that by removing the buzzer , on a 69 use fuse 12 at 
the top of the 16 amp fuse . All that circuit feeds is the buzzer and to me 
is a great place to add a circuit to.
