Not true. Rust will happen anywhere inside, because there's always 
some amount of oxygen dissolved in the fluid. The question is to what 
degree the fluid will promote the oxidation. The more water there is 
in the fluid, the faster the corrosion will occur.

OTOH, rust proceeds MUCH faster just outside the wheel cylinder and 
caliper seals, because there's much more oxygen there, as well as a 
film of water-saturated brake fluid.
