Yes, but it's quite difficult.

You can move them around to match the key you have, or use slides 
from the other one, or just leave a slide or 2 out if you don't have 
the right ones.

The ign lock can also be rekeyed, but with difficulty. The door 
handles are easy to do, so I'd try to match everything to the ign 
lock.

There are people who can do this work, but it's sometimes easier to 
trade your parts + $ for a matched set. I like a guy on the samba 
named Gabriel Garcia, but there's also Mark 1 VW and probably more. 
Your local locksmith can also do this, and I can, too, but I can't 
make keys.
