You've used a test light to check that there was voltage at the fuse,
but was this with the wiper switch ON? If there is still voltage with
the wiper switch on, then the wiper isn't drawing any current, which
means that the problem is in the wiper switch, the wiring, or the
wiper motor. Be careful with the switch; they tend to come apart and
this might be your problem.
Be extremely careful when working on the wiper motor. It can come to
life unexpectedly and take off a finger if it still has power, and it
still has power even with the wiper switch off. That's how it "parks"
itself when you turn the switch off.
No, you should not try to force the wiper arms back down. That'll
just break something.
If the switch and wiring are good, then the problem is most likely
the motor brushes. If they are worn out, it's also likely that the
wiper shafts are seized, or nearly seized, in their bushings. After
all these years they really need to be taken apart and regreased.
