[T3] Front Upper Shock Bushing

The steel sleeve is often rusted to the bolt, and if the whole bit can come
out of the rubber bush, the rubber is likely to be worn badly too.

To clarify, the rubber grommet is still there.  It was the steel sleeve that
came out with the bolt.
