The actual fuel filler is well forward of anything that's likely to leak, but the filler 
flap release knob should have 2 screws that hold it in place. There should be 
some soft grey putty sealing around where that enters the passenger 
compartment, some of which should be visible around the release cable. Look 
for that.

There is also one more fender attaching screw that comes in from the outside. 
The head will be visible in the door jamb with the door open. That could have 
been left off, leaving a hole. I'm not sure if there is another bolt head way up 
above where the release cable comes in, but you should look.

Get down on the floor so you can look straight up there with a flashlight. Way up 
on top there may be rust-thru from the very top rear of the inner fender wall. VW 
installed wax impregnated foam cubes there as water seals. They worked for 
quite a few years, but eventually the wax washed out, leaving a sponge that held 
water in that area, leading to rust.
