[T3] What would I use to repair a small tear in the oil bath rubber intake tube?

Super Glue, CA, is your best option. You'll have to get the rubber 
really clean, devoid of all oil. Make the bond line as thin as 
possible. Use the minimum amount of CA possible.

I'm pretty sure you'd be disappointed with silicone here.
